Open Records-Right To Know

The Commonwealth of Pennsylvania updated an important right of its citizens to access government records with Act 3 of 2008, the Right-to-Know law, or Open Records law. Under this law, all government records are presumed to be open to public review; a citizen no longer has to prove a record or document is open to review. Now, the borough must presume that a record is a public record available for inspection or copying. If the government agency chooses to withhold a record, the agency has the burden to prove - with legal citation – why that record should not be available to the public.
